THE council has had a troubled history and, in 2004, Eddie Aldridge, the convener, resigned after being jailed for forging an old woman's will.

Peter Farquharson, the SNP candidate who then won his seat, also had to stand down when it was revealed he was an undischarged bankrupt. Then the council was criticised by the Audit Commission for being "inward-looking, isolated, and parochial".

Eddie Coutts, the convener who has been guiding the council through rapid improvement, is one of several councillors retiring. The area will be served by 26 councillors from eight wards.
